Why does Felix the Cat have such a record of mediocrity?
Felix's original shorts were great stuff, but once he had to compete with color, he basically tripped on his shoelaces and never really pulled himself back up until The Twisted Tales of Felix (79 years later), and that was short lived.
It just seems weird that when Felix sticks to his origins, he excels in quality, but any time he avoids it, it results in mediocre media.
Flooded by younger competition. Disney of course, was a much different style of cartoon, but they are a huge studio. The Warner Brothers cartoons came from the absurdly underpowered Termite Terrace, but made very clever cartoons in basically the same style as the old Felix shorts.
The original Felix the cat shorts were really the first of their kind. My guess is that once the transition was made to color/sound and higher quality film in general, the emphasis was placed on that rather than the expression and content of the story itself.

Rice Boy is excellent, one of the best webcomics ever made and with a satisfying ending. It's set on a disc-shaped world without any humans, populated by a lot of strange denizens.
Unsounded has some pretty solid worldbuilding; it might seem like generic fantasy at first but it has a very unique form of magic and a pretty weird afterlife sort of deal. This one's still ongoing.
Digger is about a talking wombat that mysteriously finds herself in an Indian temple talking to a statue of Ganesh. Unable to get home, she must unravel the truth behind why her...

What did they expect? Pokemon was fucking huge at this point in time. Toys, games, cards, the movie merch at BK. It was one of the biggest 90s things in the west.
Kids back then didn't see it as anime, but compared to WB stuff is felt a lot more "mature". How can anyone be surprised that something they got for nearly free, that dominates ratings, pushes out the other expensive stuff?
As a kid, once I got hooked on the Pokemon fad like every other kid in my class, I considered all the shit like Animaniacs as kiddie dogshit that was wasting airspace...
