It has to be Shinji. The hair color sort of gives it away, as well as the school uniform.
The close up of the glasses suggests that it's Gendo watching him, but who knows. They don't posses the red tint that's usually associated with them, but that could just be the lighting. Or maybe it's Mari, a character during the timeskip, or even Anno himself if this is supposed to be a parody or a joke, since Anno wears a very similar-looking pair.
The tank facility is nearly identical to Rei's "aquarium" that we've seen in 2.0 and 3.0, sans the color which has a heavy blue and white influence. The bigger question is why is Shinji clothed in his school outfit of all things if he really is the one in this tank? We do know that Gendo and Fuyutsuki were brainwashing Shinji in Rebuild for whatever reason and Shinji did have a number of lcl "blackouts" in the first two movies, so maybe this has something to do with that. Could even be after the ending events of 2.22, since that's the only account of him wearing his school uniform while piloting in movies.
On the other hand, seeing him a Rei-like aquarium like this is very telling. It adds further fuel to the fire that not only is he not human, but that he's something more than just an angel or a hybrid, but "special" like Rei herself. As if we didn't have enough clues and hints already. Almost makes me wonder if there's a batch of soulless Shinji clones being hidden somewhere, in case the occupied one is killed off or starts deteriorating... maybe in that Golgotha base that Kaji mentioned, but the we know nothing about aside that "dummyplugs" are created there.
This is all assuming that this isn't a teaser for another animator expo parody short or something, maybe we can finally expect to see some 3.0+1.0 information now at the very least, maybe even a teaser. Also, can anyone translate the Japanese kanji that appears at the very, very beginning of this teaser?

Even if Japan does get a sneak peak for the next movie before then, it's highly, highly doubtful the licensing agreement for the blu-ray would be altered from what the original japanese included. Wow, I feel sorry for you for listening that shitty dubbing (I hope your ears are recovered now). I listened it because I bought the DVD some years ago and I was curious about the other dubs. My brain drained out of every hole of my head, it was a trauma that haunts me every day.
The Latin American dubbing was not bad (only the first version, the re-dubbing was pretty awful); Víctor Ugarte is pretty cool as Shinji, and Humberto Solórzano as Gendou is fantastic in my opinion. But I still think Kaworu's voice was "meh, it could be better" in both versions.

I've managed to block it out of my memory. My DVD copy actually contains three dubs, Portuguese, Spanish and English. Along with the original Japanese track, that is.
It is rare for any anime to get a Portuguese release and when it does it tends to be less than stellar so I usually buy the American ones instead. But I lucked out with EoE, it has quite a few cool extras in two discs.

I dunno, Anno probably had good intentions at times and I think the "don't fap to waifu" more shines through during End of Eva than the actual TV series.
But, I do think Anno's manic depressive state has most to do with the inconsistencies in his "messages." At heart he has always been an otaku, and still is if you've read the biography manga by Moyoko. Maybe during 1995~1998 he was just depressed and frustrated for various reasons and took it out on "otaku" (ie. himself) even though Eva has never been above being otaku schlock. Cause a lot of his interviews he does admit he doesn't hate otaku and the subculture THAT much.
Especially seeing how Rebuild has turned out, it's not above being fan service (for gratuitous battles, for the girls AND for kawoshin) but also can have it's serious, over the top depressing parts akin to the original. Agreed, it's light as fuck but it's more than we've ever gotten before, and way more than anything LRS or LAS has gotten for the rebuild movies and the associated merch. What are you talking about? NGE never shyed away from sex or sexual overtones. Did you forget Episode 21? EOE?

True, but that was regarding Misato and Kaji, a heterosexual relationship. And it was still somewhat offscreen. You have to remember that NGE was a shonen show while the former example (Sailor Moon,) wasn't, and that boys are far more strict when it comes to that sort of thing than girls. Also it was (and is) still fairly common to portray gay characters as comedy tropes or villains in both shonen and shoujo shows. Nevermind that gay relationships are still treated fujo fanservice and nothing more in the anime industry at large, and that it's rare to come across a gay character or relationship that's portrayed in a respected or semi-realistic manner. All of which is a result of Japan's strict gender views and homophobic culture at large.
And speaking of gender views - Shinji was one of the first to stray away from the typical masculine or determined male leads that were often found in such shonen shows back in the day. So keep that in mind.

The fanbase has become so obsessed with specific waifu/husbando pandering and catering at large, that even having an end-game "pairing could hurt the merchandise sales at large. No end game with Shinji and Rei? Some Reifags could end up leaving the franchise, therefore less Rei merchandise sales. No end game with Shinji and Asuka? Results in the same thing. Nothing with Kaworu and Shinji? Same thing. They'll continue to leave it open-ended as long as Anno keeps reusing the same cast of characters for future iterations to come.

It's entirely possible to have your puberty start later and look like a girl at that age especially if your diet is lower fat. And even then, people don't usually have that big of a change in features and Asians tend toward neoteny either way. He'd probably look girly into his twenties.
At any rate Shinji's canonicaly supposed to look like a girl and it looks like he's got more baby fat than muscles whenever they draw him.

Anyway the "Since Shinji was modeled after Nadia means Shinji is supposed to look like a girl/girly" argument is a bunch of bull. Shinji is supposed to look like a normal 14 year old Japanese boy who's sort of cute in that average predictable way. Misato mentions it in the first episode. Shinji isn't portrayed as having an androgynous or feminine appearance by any character and he looks undoubtedly like a boy. Not a super masculine boy like Touji, but a boy.
