I would like some feed back on an idea.
I have an idea for a cafe that would focus on tobacco chocolate and coffee, with some focus on complimentary liquor. How do you think a cafe like that would work out?
I know weed chocolate is a thing, but tobacco chocolate sounds terrible.

i know of 2 cafes in my city that have both tobacco and coffee not so sure about the chocolate thing but they usually have some kind of pastries or something as well.

That would just be a cigar shop, which is pretty much the only place you can smoke cigars inside these days, so it's only going to appeal to cigar smokers.
But sure, open up a cigar shop that also serves chocolate, coffee, and liquor.

What if you had an outdoor area for serving maybe have an indoor piece as well for those that don't wish to smoke?

It might be a bit niche, but I would frequent it. Nailing the location, enticing potential clients and ensuring proper ambiance would be tantamount.

If you run a shop based on the premise that lots of the customers will be puffing away on tobacco products then there is no physically possible way to stop whatever non-smoking areas you have from still smelling like smoke.
