Relative to the dish.
For example last night I made some risotto and the stock I made was seasoned nicely and didn't require additional salt. I used unsalted butter when it came time to add some. If the stock were poorly seasoned I would have used salted butter instead to get some more flavor in the finalization of the dish. It's very dependent on your seasoning, you don't want to overwhelm a dish with salt but at the same time need enough to add flavor. Use some good judgement and carry both in your kitchen.

Salted butter is for people who just sit there eating butter. People who use it for cooking get unsalted so they can control the amount of salt added to the recipe.
