The jelly cleans off the knife easier than the peanut butter. I can just thoroughly wipe it in the bread so I don't get any mixage.
Also if put both on the same slice of bread then you're a filthy animal and your handler shouldn't let you on the computer.

My logic is that the jelly has to be refrigerated, while the peanut butter doesn't. You put the peanut butter on one side of the bread, then use the other side as a napkin to get the excess of the knife. Then you scoop out the jelly, and any small peanut butter residue particles will be properly refrigerated inside the jelly.

If you do it the other way around you are literally asking for mold.

I put jelly on one slice, then I wipe the knife on the other piece to get the jelly off. Then I reuse the same knife to put the peanut butter on that piece.

The jelly wipes off cleaner. Using peanut butter first usually means using two utensils, or getting peanut butter in your jelly.

If you put peanut butter on first, then you get some peanut butter in your jelly, MAYBE. Whatever's left on the knife doesn't fall off easily.

However,

If you put jelly on first, then you will almost definitely get some jelly in the peanut butter, which then dries up, and you may get a chunk of dried jam in your sandwich at some later point, which is actually pretty gross.
