Best food I had at school in France was at high school. The cook would prepare a couscous that would make muslim kids break their ramadan.

The serving is somewhat remotely possible, but far too neatly arranged.
Frankly, back when I was there, us kids would practically make it a game of who could produce the crappiest-looking plating.
Having most of my work experience from cafeterias, though, I do have to note that a meal like this is pretty simple and cheap to produce, roughly equal or below 1€/pop. And I could pull something like 6-8€/serving during lunch hour without trouble if served in a public place.

Hmmm the school lunch is such a catch 22.
It's supposed to be a healthy meal with lots of nutrition for growing kids, but at the same time they aren't mature enough to accept that. Rather than eating a healthy lunch they'll just not eat, or they'll only eat what they like and throw the healthy stuff away.
Like I'd munch the fuck out of the OP now but back in school I would've hated it. Vegetable soup, wheat bread and carrots are not foods that kids typically like to eat.

My middle school was really good for the first 2 of 3 years.
