peppers are way more versatile. cant do shit with carrots
most of the things you can do with lettuce, you can do with cabbage. it's not quite the same but it's pretty okay. like, slaw on your burger instead of lettuce, that's fine.
but you can't do many cabbage-specific things with lettuce. it doesn't stew well, it doesn't go in soups well, (cooked) lettuce rolls suck, etc.

Totally depends on what you're using it for.
Sure, you can use both to make salads, and as garnishes, and even soup (cream of romaine soup is delicious). But they have different textures and flavors, and so your results can vary wildly.
