Sorta true, sorta not.

Top tier steakhouses have three advantages that you can overcome but are not necessarily easy to overcome.

1) Prime. Yes, you can find shops with prime, too, but it isn't terribly common,

2) Dry aging. Difficult for the average but beloved plebe-dad to do on his own. You can find some butchers or shops that do this for you, though. Whole Foods does dry age - but it often isn't prime.

3) Oven temperature. Restaurant ovens/grills can get to a much higher temp than what you have at home and that produces a certain kind of cook you can only really get at a steakhouse. There are techniques, sous vide, etc. that let you approximate it, and it all comes down to taste, as well.
