My dad just retired and is starting to step up his cooking. I'd like to buy him a nice santoku knife as a gift. My budget is $100. Does /ck care to offer a recommendation?

i use a santoku cause i feel that i have more control than a chefs knife

If he has a chef's knife already I'll stand by my suggestions of a good pairing knife and a Chinese cleaver. Both useful in the few situations where a chef's knife isn't. A santoku has so much overlap with a chef's knife that most folks will use either one or the other if they own both, and more often than not the chef's knife wins out.

A santoku is basically a Japanese chef's knife. If he doesn't need a chef's knife, he doesn't need a santoku.
Get him a fileting or carving knife.
