It was just a cocktail. It didn't get its name until other cocktails were developed/popularized. If you asked for a cocktail the barkeep would give you a glass of sugar and bitters mixture and pour whiskey until you told him to stop.
I've made a variant a few times with anejo tequila for the whiskey, agave syrup instead of sugar and garnished with a twist of lime peel.

Any bar can make one. To not look like a tool first ask what ryes they have. If it's some shit made down the street a couple years ago by three guys with beards then it will probably be $13 and mediocre. Sometimes it is good.
If they use Rittenhouse or Wild Turkey Rye and it doesn't have six pieces of fruit and soda water in it then it will probably be pretty consistent and good. Hotel bars often have good bartenders as do nice steak and seafood restaurants.
