Harney and Sons is pretty solid and not expensive, and you should be able to find it at some grocers, more likely boutique grocers. Their English Breakfast and Paris teas are very good, and the Earl Grey is good.
There are lots of good vendors online. Canton sells excellent black teas that aren't too expensive.
I once read that tea infusers aren't good because the leaves don't have enough room to properly open up and leave their taste, don't know how true that is though

There may be some truth to it. If you're only using 1-2 teaspoons of tea at a time though, most infusers would still have plenty of room for the leaves to "open up."
