No, it's a religious thing. Specifically, in the ancient/medieval mediterranean, fish was cheap and land meat was expensive, so fish was for poor people and land meat was a luxury you had to give up for lent.
If you define meat as a product that comes from an animal, then eggs (and milk, for that matter) are meat. If you define meat as something that was once living, eggs don't count unless fertilized and sufficiently developed (like balut).
Fish is always meat, the only reason to distinguish it as "not meat" is that it's a different consistency and from a different source. It's like distinguishing between meat from mammals and meat from birds.
