Is rice paper supposed to have a smell? I bought this package of rice paper with the rose on it and it smells kind of odd after being made wet. Should I buy some other brand?

Yes. It has a weird funky smell to it. That's normal. Once you soak it and wrap something, the smell somehow dissipates .
