It looks to me like it might be mayonnaise.
The fries look terrible. They look rather undercooked (or at too low a temperature).
The dark crap looks like the remains of earlier fries and other fried things. When's the last time the oil was changed?

Considering that OP probably paid $5-6 dollars for that I'd give them a 3/10.

OP here. They were $3.25. And that stuff on the top is melted white cheddar. I should have guessed that you guys wouldn't know real cheese if you saw it.
