Challah generally uses more eggs, but it depends on the recipe. They also don't always use butter as the fat. It's like a very soft enriched dinner roll. Some brioche uses so much butter that it gets dense and almost cake like and I've never had challah like that.

Don't you mean poppy seeds? I've never seen it (or any bread for that matter) covered in pepper. But I also can't say I've had it made by a real life Jewish baker.

It doesn't really matter. The bread itself is what's important and it's super similar to brioche. Everybody makes both types of those breads differently if it's traditional and the only big difference is what it's covered in. Sometimes it's nothing.
