When half the borough is paying an absolute fucking fortune to live there, and the other half are living off of the taxpayer, it's the leeches who need to shape up. Charity doesn't improve lives, it's capitalism that does that. We're talking about London here. When I know plenty of couples with Oxbridge degrees and well-paid careers who are being forced to the outskirts of town and an hour long commute because they can't afford a place big enough to have kids in town, I have zero sympathy for the huge number of people being propped up by the state to live in the middle of town instead. Boroughs like Southwark or Tower Hamlets are nearly half social housing, with an average household income in that social housing of under £10000. That's three days a week on the minimum wage. Anybody actually employed is paying more than that in rent in those boroughs. Yes to higher taxes, more housebuilding, taxes on landlords (which is happening now), but no to propping up people to live in the centre of London working a couple of days a week on the minimum wage while people earning five times as much are priced out of the city.

I assumed you meant employing someone full-time to do general serving/cleaning/etc, which would work out at about £25k assuming you pay the London Living Wage (and it would be PR suicide for them not to) and actually pay your employers' NI contributions and so forth.

Morality is a distraction wielded by both sides of the political spectrum. Capitalism is the greatest force for advancement and good in human history, you owe everything you have to it. Putting that hard-won taxation and gain towards protectionism is wasteful, and wading against the tide of human history, which has always involved movement and change.
