That is fine but it will be a constant critique of their coord. If they'd rather endure that than wear a hairstyle that suits the fashion then no crying about the criticism of it. I'd say the same for a Mohawk, dreads, rainbow hair or other hairstyles people try to shoehorn into lolita. None of these inspiration photos are better than just not-terrible to average range. That speaks for itself.

I love short hair with lolita, especially feminine pixe cuts, short bobs (as mine) and wavy short bobs with bangs.
Please never NEVER use edgy, tumblr stereotype haircuts like undercuts, they look horrible most of the time. I only like these haircuts on men and they don't fit the girly look of lolita fashion.

short hair can look ok but you easily end up looking too bottom heavy if its not like a short bob imo, i personally would wear a wig but if i didnt want to i'd wear some kind of large hat or fluffy fur anything to add more bulk to my head

Short hair loli here.
Luckily I have a round face, so it balances out much fluff on top. Usually go for mop-tops or 70-ish men's hair, style it with gel, or keep it in place with rosettes. Lots of fluff on sides and on top keeps the balance, hairclips help gather bangs and sides to create fluff. Curls/perm are a big help if you can get'em.
Hats are a heavensend. Just a simple straw hat will help your coord for summer and keep the sun away. It also goes with mostly anything.

I generally keep my (ringlet-curly) hair about chin length, and I wear clip in bangs for lolita. That said, I only wear old school, so I have maxi-pad headresses to balance things out.
FFFFF Audrey Hepburn with her short hair would be perfect for lolita if lolita was a fashion style when she was in her 20s/30s. Mr. Yunioshi would have approved.
I have above-shoulder length dark curly hair and i half have it h=natural and half wear a wig. for me its big on weather, since I live in a super hot and humid place wear wigs just feel terrible. But i do style my short hair to have a nice curl to balance a headbow or hat. though I agree many emo/scene/tumblr hairstyles just look garbage with a nice coord.
