Honestly OP, just cosplay them if you want.
I'm 5'3" and 205lbs, I gained about 30lbs from last year due to various things, which sucks ass.
But if you think I'm going to let it ruin my con fun, you've got another thing coming.
If you wait forever to cosplay, or even do the things you want to do that aren't /cgl/ related, until you achieve your dream body, you're going to look back with regret.
Just make your cosplay good, well-fitting, and work on your body at the same time. You can always make revisions to it as you get closer and closer to your body goals, but don't let it hold you back from doing a cosplay you really want to, or else the time will come and go and you'll miss your chance.

Walking around short might not have the same effect, but as for photoshoots, there's lots of ways you can appear taller than other characters if you work your angles right. They do it in professional modelling and the like all the time!

I'm a guy and I've always wanted to cosplay some of my tall and/or muscular favorite characters but I've always been a short fat fuck my whole life. As much as I want to cosplay my favorite characters I would never dishonor them with my body.
What people SHOULD be doing is getting fit to cosplay the characters they want. I've been at the gym for 3 years and I am nowhere near what I want to be, but its impossible working all the time. It would have been fun cosplaying before the age of 30 but now i've fallen off the boat and its too late anyway.
While I do have some regrets, I'm much happier with myself for not doing a shitty cosplay of one of my favorite characters you fucking whale.

I'm not saying they shouldn't. I'm just saying that it's okay to cosplay WHILE you're doing so. You don't have to wait until you achieve your goals to do it.
Besides, what happens when you finally get there? After refusing to cosplay for however long it took you to reach it? Do you really think your crafting/sewing/makeup skills are going to just magically appear?
Cosplaying your character sooner rather than later gives you a chance to work on those skills, and like I said previously, as you get fitter, you can revise your outfit and make changes with the things you've learned.
But if you want to sit at home and beat yourself up about your body and not have the fun at cons you've dreamed of, be my guest. I still think you shouldn't though. Even around the age of 30, it's not too late to get fit and cosplay. You can do it if you put your mind to it, and I guarantee you'll have more fun than if you didn't.

Maybe try a different cosplay to start with that doesn't require you to have such a ridiculously sculpted body. Do a group cosplay with friends and find a character that fits you a bit better. Cosplaying at a convention changes the experience enough that I would never go back to not doing it, even if I've put on a few pounds (I'm 35 btw). Any military uniform that doesn't show skin can be extremely forgiving.

It's okay anon, most people fall off the wagon or only stick to their routine intermittently. It's pretty hard to keep these things going if you're not a NEET or in a fitness-related job. Just make sure you keep trying and don't discourage yourself by beating yourself up about the time you've missed. As long as you keep picking it up again, that's better than nothing.

Assuming you're American, it should be no problem getting silicone implants from a board-certified surgeon - it's considered and "off-label" use by the FDA but that doesn't really mean anything, even Botox being injected into the cheeks is considered off-label.
