Keep an eye out for Baby's full shirred Babydoll blouses. Though I'm not 115 cm in the bust. I'm not blessed with a longer torso and not petite. I'm actually larger than 93 cm right now due to recent weight gain and oddball proportions/weight distribution. But I own this blouse and an old tall-size Meta blouse that I really love using. Shoulders are normally more of an issue for me in brand blouses, but these are a great fit, better when I was thinner of course.
Don't go for AP's shirred blouses. I owned one when I was smaller and the neck and shoulders were too tight. Stick with Baby, and you may try Meta from time to time. I have to go with flat peter pan collars or low necklines.
Otherwise, I primarily get things custom made from Bunnyhouse (they do offer cotton blouses), and chiffon blouses from Floral Notebook and Glitter Tale.

Reposting here because the scam thread was nuked.
I was scammed by a gull here in Feb.
She posted in the BST thread, I asked for a payment plan, because I had just bought another dress.
The dress was only $100USD with a $25 deposit that would be put towards shipping (Ausfag).
She asked for me to pay via gift, and I said sure, because she was a gull and because I was being a pain asking for a plan on such a small amount.
Payment plan was barely 2 weeks, paid the deposit on the day, 2 days later paid half and a week after that paid the remaining.
Contacted her each time I sent the payments, and after the last payment she told me she would be home in a week and would send it then.
A week after she told me she would send it and I hadn't a reply, I messaged her, she told me she wasn't home yet but will be in a few days. 2 weeks after that and nothing, contacted her again didn't respond so after the 3 day of waiting for her response I commented on the LSiE sales post she made asking about it. Commented back straight away telling me she had sent it two days ago.
3 weeks past still no package. Contact her asking for tracking number or some sort of proof of shipping. Tells me the way she sent it had no tracking number, but has a customs number she can give to me, but of course she wont be home for a few days but will get it to me then.
A week or so after that package still hasn't shown up, contact her again, demand proof or a refund. Oh I just left home I wont be back till the end of the week!
Contact PP, but because its a split payment they wouldn't do anything.
Few days after she said she would be home, tell her I wasnt the proof now. She says she will do it right now. Never hear from her again.
Been meaning to call my bank but every time I remember it's past business hours.
That was early last month, since then it's been coming up to exam times at uni, barely have time to breath and that issue just got pushed to the back of my mind.

Nothing extremely major, I had just bid on a baby capelet around the last week of May/early June and attempted to communicate with her via lm and email. Surprise surprise, she never got back to me at all after the first response, no shipping update or tracking info, I was left in the dark for about two weeks. At this point I assumed I had been scammed, and filed a dispute. She got back to me THAT DAY and said she was gonna ship tomorrow. I ask for tracking and again, get nothing :) The capelet showed up two days after that and the packaging was horrid, I don't know what kind of envelope she used but when you opened it these...flakes spilled everywhere, luckily it got all over me and not my brand. Actually it is, I've dealt with this before. As the recipient, you cannot open a claim. The sender has to. I bought from Mandarake and USPS destroyed my package. But I couldn't open the claim, I had to email Mandarake to do it. With how paypal works, the buyer would open a claim, get their refund. The seller will then have to wait for their refund from USPS.

It's the responsibility of whoever set up the shipment - in this case, the Seller. Like >>9064464 mentioned, only the person who put in the order with the carrier can file a claim against the carrier. As the buyer, though, you can always file a claim against the vendor and get your money back that way... whether the vendor files one against the carrier at that point is on their shoulders.
