Pretty sure horsehair would ruin that skirt. Horsehair is for ruffles and would wreck those pleats.
If or if not a petti will work depends on how much fabric is there to begin wig (in other words, how deep the pleats are). If there is enough fabric for a petti to flair it our tastefully then. great. If not the pleats will bloat in a very ugly way.
Have you received this yet or is that just a sale pic?
Once you have it in hand you may be able to get something to work but fiddling the position of the skirt in relation to your hips and getting more visual volume that way but you'd have to do trial and error.
I will say that if you do go with a petticoat it should not at all be visible.

It's not too difficult, I made one a while back for my SSM, and I just broke apart one of those light sticks from the toy store and used sculpey to make the extra bits. Let me see if I have a photo of it somewhere.

Yeah, color matching them was so hard. They looked more purple in the stock photos, and didn't realize how blue they were until I got them. And I couldn't find a fabric close enough that was nice enough. So I ended up painting over them.

I've paid $450 for a fuku from a student getting a degree in fashion and ended up with unfinished hems, many hanging strings, and pieces of velcro not sewn or glued or stuck on to stay.
On the flip side, I've paid $300 for a fuku and it was the best fuku I've ever worn. Fit me perfectly, skirt hangs gorgeously, and everything is snaps or sewn in velcro.
Look through your options and do a lot of research if you want a nice fuku. Ask them what materials they use and how it stretches.

Actually, giving it a second look. Definitely purchased. The reason the hems are so wonky is because she bought one of those ones that does the dip in front on the skirt instead of being level all the way around. So she re-hemmed only in the front (you can see the original hem stitching in some of the pleats on the right hand side).

Having casting calls for a cosplay group, taking control of the A-kon Sailor Moon Meet-Up out of the hands of the group that has been running it for years so that they could brand it with "Hosted by Luxedolls" and all around trying to act like they are some professional extension of the SM brand while behaving in an snobbish fashion that shames everything Sailor Moon stands for has agitated assorted pockets of the local community.
I'd say more except I'm certain that at least one of them lurks here (not including the other that came in and selfposted poorly last thread).
I usually like selfposts, especially in Sailor Threads where we can see all the different ways that people craft their fukus. However, I dislike the constant self-promotion this group does and seeing them anonymously pretend to faun over themselves is irritating.

I've been following them for a while and other than the "casting calls" and whatnot, I have not seen nor heard a single instance of them trying to act like they own the name Sailor Moon or are any sort of extension of the Sailor Moon name. I've only met them once and as far as I know, the girls I dislike are no longer part of the group.
