Seaguls! Please help me! I need a inspiration for a pirate lolita / pirate ouji outfit!

I have no idea why pirate lolita isn't more popular, especially with brands such as Alice and the Pirate and so many classic brands having pirate-able shit. Sailor is realy popular despite being more likely to veer into rockabilly or costumey territory. The last time I went to the maritime museum all I could think of when I saw the naval officers' jackets was Ouj, and the loose ruffled shirts/ blouses, of course, made me think of lolita. It's less cringe and hard to pull off than than Steampunk (though I have seen Steampunk loli done well by Arthael) so why isn't it done more??
