Looks adorable overall, esp. the bow motif and MLP. You could have matched the bag and the skirt better, an in they could be the same colour, but the shared bow takes care of that bit quite nicely.

not the person in question, but I do have exp shopping in kids's sections. I'm around 158 cm with B-cups, 172 cm waist. Last I checked, I can get into 140 size skirts. (EU sizing)
170 is actually kind of big on me, so it might fit girls with bigger chests.
140 is the lowest I have exp of going, and it's a bit of a squeeze depending on the clothing.. It was a while since I measured, though, and I can wear undies* that size just fine now(actively been losing weight).
*Finding girl boxers in adult sizes is just about impossible, and they tend to look boring, anyway.

I'll try looking for a bag that's the same color as the skirt. I also tried to incorporate stars, but they're less noticeable (necklace, broach, stars on shirt)

Only do it if you want to match it with the skirt. It clashed a bit too much with the pink, but the shared bow motif made it work anyway :) There'd be no problem if you just wore a green/lavender coord.

maybe just try and find pants that could fit in the style, or some lighter jeans. you could layer skirts/dresses over them too. pic semi-related, it's not fairy kei, but you could work around this silhouette, tho it might not be everyone's cup of tea. but yeah, as other anons said, layering tights works really well, and you could also wear shorts under your skirt for more warmth.

If it makes you feel better anon, I've been into jfash in the UK for five years and I've never seen a girl in fairy kei IRL. Heck, I've only seen a wild lolita once and the lolita scene here is huge compared to the fairy kei scene. Most of the girls doing fairy kei are in London/Brighton.

theyre generally hard to find because theyve sort of become like, a trophy in the fairy kei community
occasionally theres one up for sale online but its likely to sell for around or above hundred dollars due to its rarity (vintage, therefore low quantity and high demand)
