Ita, but a LOT of potential here. This OP reminds me a bit of the striped pieces that Atelier Pierrot releases on occasion.
First, that headpiece looks like it's made from cheap lace. She should toss that in favor of a one-inch, solid black headband or a big black fascinator.
The dress is salvageable if she hires a good tailor, or is a well-practiced seamstress herself. (And if she did make that dress herself, then kudos for working with stripes without going insane. Hopefully she won't go insane with the list of suggestions I'm about to give.)
The ruffles around the neckline, as they currently are, are not working. Their length and floppy "freedom" are in stark contrast with the crisp stripes of the fabric (not to mention the tailored, macabre look of gothic lolita in general) so they end up making the area around her chest look sloppy. How to fix it: cut out these long ruffles, and make a neckline that is lower but still elegant and appropriate, like a square neckline or heart-shaped neckline. Exposing the skin of her lower neck could also add a bit of a vampiric or porcelain-doll feel. (She can still wear that black blouse underneath for an alternative coord with the same OP, but the white ribbon should be left out, as it's a spot of white in an otherwise grey-and-black coord.)
Another change: those two flaps of fabric hanging from the waistline should be removed. I can see a little of what the original sewer was aiming for, but right now they're less "Cinderella's ballgown from Disney", and more "check out this modern 100° angle that is here for no reason at all". How to remove them: separate the bodice and skirt with a seam ripper, take out those two waist flaps, also with a seam ripper, and then re-sew the bodice and skirt together.
A mini fashion corset or a vest (like those from Excentrique) in solid black, would be entirely optional, but owning one would add yet another coord possibility to this dress.
