I wish people would stop doing that. It totally gives everyone the idea that it is a costume.
That being said I wore lolita all 3 days of a con last year because I didn't have any cosplays. It sucked because I wear lolita all the time anyways and it just felt like plainclothes. I tried to be OTT but it was just like a normal coord with a wig.
Lolita's are stupidly uptight over this. It has all the elements of cosplay, so it's only understandable someone might think it's actually a costume or character.
But, no OP, it's not really cosplay. There's just some lolitas that go to events that have cosplay.

I wear lolita to cons because other lolitas I normally only see at cons will be there. Usually there is a luncheon too, depending on the con. It's not like people are grabbing or sweating on our frills constantly so I don't see why wearing lolita at cons is more disgusting than wearing it out anywhere else.

I wear a Lolita character cosplay to cosplay meets. Yes, it's fun. No, I wouldn't wear it to a Lolita meet, it's cosplay. I wear Lolita coords to cons if I'm attending Lolita activities there. This isn't a big problem that needs sorting.

There have been lolita background characters in several movies set in Japan.
Lol conventions are the only time people can wear OTT sweet nowadays. At my last convention I wore Squirrel Party and weebs were creaming themselves. If someone wore classic or even gothic they'd mostly be looked past at a con.

It's not a type of cosplay, but there must be some worthwhile overlap, because Angelic Pretty and BTSSB advertise in cosplay magazines.
