If your goal is to keep accurate to the artwork, I'd probably just go with a twill with enough stretch to make the pants fit that tightly or really just straight up buy some black skinny jeans. However, if you're trying to interpret it as more of a real life visual kei band member look, you should pick something with a texture to it. If you start really looking at what visual kei bands wear, you'll notice that "plain" black items are still usually pleather, black-on-black fabrics with printed weaves (like a leopard print in the weave of the fabric), or some other sort of textured fabric.
