They are most likely cosplayers so they approach the building of an outfit like you would approach the building of a costume (everything has to be just so, overtly thought out, planned months ahead) they generally put together outfits like a toddler would and don't understand coordinating outside of color matching.

I think it's the hair, the ginger clashes with pale pink when it's that close to the actual shoulderline. If it was a bob or even a pixie it wouldn't be so bad since it would be disconnected. Plus it's a warm tone in a warm toned coord that is all the same color with no accent colors really, so it reads louder.

The girl is cute, and the outfit is cute, but sadly it looks better when worn by the dressform.
I think it's because the dress looks less tiny/more in proportion on the dressform, and the hat doesn't look like it's hovering on top of the head (yeah, I see that it has no head anyway).
I just think that the clothes + hat look like they're shrunken when worn by the girl.
