I think it's always been a bit more forgiving - unshirred brand from a decade ago is obviously smaller than recent releases, but quarter/half/full shirring dresses have been around from pretty early, and are clearly designed to cater to a larger sizing range. Even with older shirred pieces they certainly go up to what would be considered large for a young woman in Japan (talking over 70cm waist and 88cm bust, which is fairly large on a petite 5' 2" frame which is average height there)
I'd kill for this dress. Never seen it anywhere--the OP is ugly and a balls-ton of $$$ and the skirt has no oomph to it.

My sleeveless one I never expected to see come up on the second hand market, then randomly chanced upon it reasonably cheaply with a BN price, so I sprang on it. No regrets.
