Well, they often don't have Blizzard's marketing budget behind them and a full team of industry professional makeup and prosthetic departments. Same reason why actors in movies are not cosplaying. They are hired by the studio.
"Professional" cosplay isn't the same as studio hired models. A studio can hire a cosplayer to wear promote their work, but a studio hiring a model, and giving them costumes and makeup and all that shit, is not the same thing.
