Seems a bit like what Kiryuin does just by existing. If the sheer breadth of the colossus that is Satsuki-sama isn't enough to fill you with devotion and drive, I daresay you'd be misguided.
Whether or not these ideological "stragglers" would even be salvageable is up to a disciplinary committee or something of the sort. Such individuals are not worthy of pledging their hearts to Satsuki-sama.

Throwing away potential human resources for being faulty is still throwing away resources. Even if all they amount to is cannon fodder, that free's up the more able bodied individuals that are more capable from needing to do the same job. Instead you can send them to do what needs doing directly.
Even Satsuki-sama came to agree with this during the war. The slackers and self proclaimed underachievers who would have been cast out for failing to build the sheer resolve to overcome being a no-star are still useful even if not inspired by her will. To the point that in the final push it was those who failed who were the first to receive the last of the Goku uniforms.
It's just a matter of what will it take to get them to be useful. So long as they rise above their shackles as mere pigs the path they took doesn't matter in the slightest.

Yep, you got the point. Satsuki never wasted her human resources in vain, everyone who was strong enough to attend Honnoji Academy already was worthy enough to fight on her side. The only thing she needed was ultimate obedience from subordinates, not inspirational figure amongst them, she needed to be one and only, ultimate pillar of inspiration and she was, in fact. No matter how strong was other members of her crew nobody could match her glory.
