Sorry anon, I gave it a try but found it difficult to read most runes written by the artist. Only a few such as modern V and R were recognizable enough. Or it could also be that I'm just not good enough at this.

If I'm not mistaken the context in-game was that of Madoka telling Homura of how she always thought of herself as useless (like on episode 8), to which Homura reacts by, well, slapping some sense into her.

I would think this is the reason. Bat being most popular makes sense because of the second half of Owari and 2016 in general being very Bat-centric with Kizu. We also will never know how many votes were "stolen" due to the inclusion of all SHAFT properties.
