They named her after Rei Hino since they wanted Michie Tomizawa to voice her initially.
It also ties in with her character since Rei can mean both soul and zero.

None of these character origins really conflict with each other; a character is built of several parts:
Rei's name comes from Rei Hino because of a lobbying effort. Her look comes from Sadamoto, her behavior comes from a part of Anno that he probably hates, And then there's her 'character' and who knows where that comes from because it doesn't seem to be something they intended and been trying to undo it ever since. It's a classic case of 'the character took a life of her own'.
I think the similarities with Ami Mizuno are just coincidental because I don't remember seeing anything about her being an inspiration but I could be wrong.

To be honest I don't even really care about the voice actors. They aren't what make the character.
Both Megumi and Amanda did a great job.
I think we have to face that we have a problem with Rei's voice actors. We've been through two english voice actors for Rei, because the situation is far too hostile for the role.
Someone like Brina Palencia was promised more or less the greatest role in anime science fiction, and look at how that turned out with Rebuild. I don't think she gives a crap about the character, but as a strong role she got bummed. In the future, no one is going to congratulate the voice actor for Rei on landing the role because it's obvious by now that Anno is a cunt who hates Rei.
I don't think Megumi or anyone else cares either. Because honestly if she did, we'd have heard something about the situation already. Amanda didn't return, for understandable reasons. The western/american fanbase gave her a rough time and she ran away.
If Rei had no voice but subtitles, I'd be perfectly fine.

No. Actors with integrity often speak out against movies they thought sucked. Natalie Portman spoke out against her role in Star Wars, claiming that it even damaged her career. There's many actors, even writers who when asked, can't say they were happy with the movie they worked on.
But Megumi has kept her trap shut, and for that she deserves the hate.
So you KNOW I'm right. Megumi failed Rei Ayanami and she failed the fans of the character. She let the character to rot and you should all blame her for it.

It's entirely reasonably. If she actually cared, she'd join the rest who also dislike what's going on. But she didn't, even after three years. When 1.0 came out, Megumi spoke thus, paraphrased:
"I was happy to voice Rei again, because previous things I had done never felt like Rei. When I was back in voicing those old lines, I felt like I was back."
Not speaking out against 3.33 is definitely proof that she doesn't care about anything than promoting the current thing to sell.
