It's garbage. I don't know what it is exactly, I think it's the reverb. It starts off fine, then she drops pitch and it sucks.
I actually tried the dub yesterday for episode...10 I think; Nozomi's opening narration, got as far as Eli's line about µ's wanting her to train them before I decided this dub was not for me.
fwiw, I think Toradora's dub is just as god awful, so either dubs have gone to shit in the last 6 years or so, or it's NISA in particular.
