True for virtually any anime female character, exaggerating feminine traits is par for the course. These days you even find Shinji or other male characters drawn with tits and feminine asses.
It's even true for art produced by Gainax themselves, and Rei is already very well endowed for her age.
I prefer 'correct' fan-art myself bu eh, not everyone does. There's billions of people in the world and I can't control every one of them.

I have this problem getting into a lot of fan art, even by artists I like (such as pic related), where it doesn't 'feel' like her. It's not just body type; it's like there's a certain subtlety to the 'Rei look' that only comes through in the shape of the eyes/nose/face, but most art seems to gloss over that and focus on copying the more obvious traits like hair, outfit etc.

Mhm. I was going to mention that as a counterpoint, and it does have the lonesome feel Nausicaa evokes in the beginning. However, it's strange that they rely on single people to salvage the wreckage. I imagine a fully downed Star Destroyer in tip top shape would warrant more industrial methods.

while drawing gives you skill with drawing finishing gives you skill with color and shading and stuff. I'se some artists only skething faces, some even draw more time than i do and they are only good with sketching and faces, can't finish a piece or draw a whole person.
So yes go for it.
But the real deal is that there are two sorts of work, one is the work on yourself, another is work on result. Drawing and learning to draw are two different things, if you want to actually get better with animne girls - make yourself work on your basic skills studies, read books, and actually educate yourself on the topic.
It's almost like sports, wanna start boxing then start lifting, it's more lifting than actual boxing.
I am sertain than i could be way better if spent less time on finishing works and more time on learning, educating and excersizing myself.

This is only partially true, there are bands and artists that can flourish in either a studio environment, a live environment or occasionally both. It very much depends on the artist(s) and what kind of sphere or "scene" they are operating in.
I know lots of guys who can meticulously craft the most insane thing you've ever heard in a studio and then totally flop on stage, and similarly, people who can tear a fucking stage in half and then put zero effort into the production process because they find it boring/tedious, ending up with a shitty album as a result.
It's strange. Music is such a unique art form to create this weird division of cultural practice, and it effects listeners so much.
I think it has to do with music releases being sold and consumed as products. No one ever looked at Rothko and was like, "Fuck that guy, he's too prolific," or, "He's a pussy."
