This. He's still kinda green and can use a little more experience before getting the callup. Just build him up as an attraction star over the next year and maybe give him the title. The two most profitable wrestlers of all time, Hogan and Stone Cold, were merely adequate wrestlers (Austin is good, but the character was a brawler).
People watch in droves because of characters, never because of "good wrestling". The minute Austin turned and Rock left, ratings plummeted, even though the actual wrestling got "better". This is why NXT and indie fags always sound like total morons all the time - it literally doesn't matter at all how "good" someone is in the ring.
