this bird (dove?) flew into my window about an hour ago
it moves its head and blinks at me, but hasn't really moved from this spot
what should i do?

I'm the one with more strength in this scenario. Strength is the absolute power in this world. I steal from your shop, you try to stop me, stronger person has their way. The workaround is police, their strength is hopefully greater than the culprit. Guns are obviously a factor but if someone or some group are stronger than the police, get fucked. Throw a sheet over it to trap it then put it in a cardboard box lined with paper towels. Shut the box and keep it in a quiet, dark area until you can bring it to a local wildlife rehabber. Handle it as little as possible.
