Do you know why rodents like rats are so successful? They needed to crank each other out constantly to make up for all the causalities in the nature of their kind. They were adaptable from the beginning and can basically eat just about anything.
Adult pandas have no predators. They have been living a chill ass, low energy, low threat lifestyle for thousands if not millions of years. They stuck to bamboo because thats basically all they need, and there was a fuck ton of it that wasn't running out on it's own. Meanwhile, other animals are running for their lives, under constant threat be it from predation or getting gored by what they have to kill in order to survive. Pandas don't need to swim from glaciers to glaciers, they don't need to run down prey or form communities to depend on one another. They got to sit back, relax and occasionally bump into one another, fuck and go back to doing what pandas do.
Pandas in the wild mate just fine but they basically have no habitat left and in captivity, the problem is people can't recreate what they would have in the wild as well. Plenty of animals are shit at breeding in captivity.

There is a very simple reason why they don't mate very often.
They don't have the energy.
Other than humans they have no natural enemies or competitors for space. While they can eat small rodents and lizards it is a lot easier to just eat the bamboo. However their stomachs are not efficient at breaking down the bamboo for energy and nutrients so they have to eat it all the time. Most of their day is spent eating and sleeping since they don't have energy to do much else. Therefore they don't mate.
Pandas in zoos are fed nutrient and protein rich diets that drastically improve their diet and energy therefore they have the energy to mate.

They have more than enough energy to mate in the wild and will readily do so. Their heat and mating is hardly different than any other species of bear. The problem with pandas is that they are BEARS which do not crank out cubs every year. It takes about a minimum of four years for pandas to reach sexual maturity, grizzly bears take 5-8, black bears 3-5, etc. Bears in general take two years to rear their young and during that they do not breed.
Whether or not a female will breed will also depend on environment and health. If a grizzly had a shitty winter and a shitty spring where there isn't much food, she won't waste energy rearing cubs that will probably just die.
This is not a specific panda 'problem', its just bear biology.

How? It's nutritionally shit but the bamboo forests were endless. They would have no other resource competition and unlimited access. Literally no way for a panda to starve. Seems like a fine survival strategy in that niche despite the drawbacks, but no strategies come without some.
