It's part wolf and looks that big cause the girl is tiny. There is a guy in my town who actually has a "blue wolf" like this. Mother is a blue heeler/gsd who he still owns and father was what he called a "pure hybrid wolf" which he said means it only had wolf bred into it, but different species of wolves.

It's a beautiful dog, but it seems like a lot of work to keep one. Not gonna lie, if he ever bred her to something that wasn't pants on head retarded I would probably buy a pup.
