Is there any reason a dog wouldn't like basements? I've noticed any time my dog is in the basement with me he can't relax, won't lay around like he does everywhere else and just begs to lay in my lap or else he stands up

Not sure of your basement layout, but maybe he doesn't like it because there are no windows.
Maybe he doesn't like the smell of rotting dead hookers?

My guess would be temperature or smell. Maybe there is mold down there you don't know about, but he does. Or maybe you have some critters living down there that he can smell, like an opossum or raccoon.
Are you at a strange altitude? Maybe there is a change in pressure between the house and basement to his ears that you can't detect but he can.
Maybe he feels closed in, like if something happened he couldn't escape
