If you are still interested after reading all this.. my main issue is that I am trying to focus on my dog first without placing any blame, but sometimes it makes me incredibly angry to know if my girlfriend had just listened and do what I told her, this would not have happened, we wouldn't have restless nights, and I am constantly on the verge of tears because my dog, my companion is going through this horrible virus which may or may not take him away from me or leave him severely impaired.

Your options are slim; either move where you ARE allowed to have dogs, or get rid of your dog. Luckily you have a cute puppy. Unfortunately your puppy is black and extremely plain looking. I can't imagine you would be any good at screening potential adopters, so I would advise looking for local rescue groups. Screening people is very difficult to do.

Yeah I would say they do, and I would extend that to some mice too. In my experience they really seem to miss you when you are gone and they seem to choose their owner/really treat different people differently.
