This is 100% not your fault, it was his choice, and he obviously already had a plan before you called him. Charge your phone and call the police just in case there was a miscommunication and they werent already on the way. Then call your family for his sister's sake, she is sure to be a wreck.

I am sorry for your loss, and doubly so for the circumstances. But this is not your fault. You did the best you could, given that you were not there, and you had no hand in the event that touched this off.
Others have said to call the police, and I agrew with them. Even if they might already be on the way from an earlier call, they were prepared for something quite different from what they're going to find, and a heads-up wou;d be much appreciated.
However, I am going to disagree on something else: DO NOT call your family. Let the police handle the first few notifications. Once you've got official word, THEN you can start calling, but don't do it until then. It's too easy for things to go wrong.
And lastly, call a suicide hotline. This may sound strange. since you have no intention of committing suicide, but they can point you at resources for surviving families.

I'm very sorry for your loss man.
I want you to know, this is not your fault. You did everything within your power to stop your cousin. My room mate lost his friend in the same exact matter, and he has always blamed himself because it was 2 in the morning and he didn't answer his friend's call. This is not your fault OP.
What's done is done and you can only move forward. Take some time to mourn your loss. But do not wallow in depression. Honor his memory.
And, if you can bring yourself to forgive her, be there for your cousin's sister. She called the cops and will grow up feeling a massive amount of guilt over it.
