What I would do is get one of those automatic smoothie machines that you press buttons to choose what you want and it blends a smoothie for you. They exist, I've seen one in a museum.
Now have a larger one of those, and add an option to dispense tapioca pearls. Boom. Obviously you'd need to employ people to stock the machines, but you save a lot of work.
