Subletter not paying utilities
I was rooming with this guy, we both moved out and each got 1 subletter. The electricity is under my name and his subletter will not pay me the share of the bill. I would simply turn off the electricity, but my subletter has paid me and has been promised utilities per the contract.
What can I do here?

if you were smart you would have overseen each others contracts and could threaten to kick the guy out for not paying his half.
you could still try to kick him out but shit can happen. you can insist your friend 'take care of it' and pay if he doesnt, cuz its his subletter being a dickballs, but there are no guarantees in subletting.

depends what your local laws and and of course what your contract says. your contract should specify utilities.
