How do I stop sounding like a retard when I talk? I keep fumbling

How do I stop sounding like a retard when I talk? I keep fumbling my words despite knowing English for over a decade.

I think i have this issue, and I think it's because I try to rush through my sentences. I have all of my thoughts in my mind already, and I just went to get them out. However, I usually feel like the person I'm talking to might be getting bored or already know what I'm talking about, so I try talk faster and get to the point. It's probably a horrible habit. So, I would say to just chill out, speak slowly, and practice enunciating.
