I'm of age where I should have kids and this is most important to my history/culture.
fact is I'm unemployed and unable to be employed.
and with my savings about 13 grand should I buy a car for 5 grand????......
need money for health insurance for kids and schooling....
I get about 300 a week after rent is taken care of.

why do I want to buy a car. not really needing it.
live near public transport and can take it 8/10 places I go to.
car is just to have a nice pocession to have fun in.
Sounds like you already answered your own question.
However, there is no age where you "should" have kids. People have kids at lots of different ages. Do it only when it feels right. But yeah, I'm raising my kid with no car and it's a little inconvenient, but totally do-able.

Getting kids will not be easy, you sure you got the job you want to be at until you retire?
Getting a reliable car before kids would be the best.
