There isn't much you can do, just tell the one who is at the receiving end that there are things he or she could do to get help and make it stop.

Don't go to the police unless you are a mandated reporter (if you don't know, you probably are not). This is one of those power->responsibility things: only mandated reporters have the standing to go to the police (other than the victim, or the victim's parents if the victim is a minor), but they MUST go to the police if they witness something. They can go to jail if they don't.
Assuming you are not a mandated reporter, you do two things. You provide a sympathetic ear and emotional support, and you gently -ALWAYS gently- urge them to come forward. This is all you can do. I am sorry.

A friend/ex of mine (girl) was in an abusive relationship with the dude in the mugshot. They broke up back in December after she refused his marriage proposal and he broke into her house and beat her half to death.
She, for some reason, may be getting back together with him and I want to try to talk some sense into her head before she ruins the rest of her life.
If it's a kid, get Child Protective Services involved. If it's an adult, get friends and family involved.
