I suspect it's for the same reason they fall for bike shorts and Spandex: all things that do not remotely flatter the overwhelming majority of the people who wear them.
But they do flatter some people. The people falling for the meme are trying to imitate those people, in the hopes of becoming more like them. Seldom does it work.

The ones falling for the meme, no, because it doesn't look shit on (most of) the people they're imitating. They aren't looking at themselves, but at their idols.
There are also some for whom the unflattering appearance is a feature, not a bug. I suspect that Emma Watson may be such a case: after seven years of countdown-to-legality sites and similarly unsavory "activities" in her fanbase ever since, I could certainly understand it if she wanted to shake off the creepers. And to at least some degree, it seems to have worked.
