Psychologically a significant part isn't, but note, there is no distinct line between an adult and non-adult.
Maturing is a process.
18+ is really a poor and arbitrary marker of adulthood, it should be more like 28 for men.
Women don't really matter.

Anyway, if you've ever worked at any restaurant in your life, you'll soon find out that "adult" means nothing. Absolutely nothing. I'm still astonished that 30+ year old men throw tantrums in public like they do.
