Why does my skin do this when I shave guys? At first it didn't but now it does

mine does/did the same thing. I get terrible ingrown hairs even on my shaft sometimes.
honestly the only solution is aftershave or just keep shaving. eventually it calms down.

That said, a sharper razor, conditioning the hair, and using aftershave may help.
Looks like the razor isn't cutting consistently, and you're probably having to make too many strokes which is just irritating the area further.

I forgot to mention something. I shave against the grain.
Shave under hot water, first with the hairs and then against it. Also with some kind of shower crime or lotion if you can
