Is the average penis size for Koreans really 3.8'? It just seems fake that an average size for a whole population can be that small.

No, Korean dicks are not really 3'8". The average is more around the 5" mark, similar to other asiatic nations and pretty much the rest of the world. If you have a 6" dick, that's actually really big. Like, uncomfortable during sex big because the unstretched vaginal canal is like 4" or even lower depending on the woman's menstrual cycle (the cervix tils up or down throughout).
That figure came from this study where a doctor wanted to test the elasticity of flaccid penises (i.e. stretch a flaccid dick) and found that basically, flaccid dicks can be pulled to that length maximum before the person experiences pain. Sadly, this was one of the few, or possibly even only study that was translated into English and the myth struck.
