Yes, under two circumstances:
- If a sufficiently powerful person thinks they can accomplish some greater good by doing so.
- If a REALLY powerful (and corrupt) person thinks they can somehow advance themselves by doing so.

It's a collection of self-interested bureaucrats, power hungry egotists, self interested congressmen, bored clerks, apathetic pencil pushers, naive optimists, and everything in between.
